Pebble Beach remains atop our list of the finest public-access courses in the land. But there’s still news here — plenty of jostling on the leader board since our 2002 ranking.

Among the marquee names, the Straits Course at Whistling Straits, site of the 2004 PGA Championship, has jumped from eighth to fifth, while the Ocean Course at Kiawah Island has cracked the top 10—at the expense of Shadow Creek, which fell four spots to No. 11. In the top 25 spots alone, you’ll find 16 changes since 2002. And don’t forget the newcomers, 15 in all.
